DPSST Off-Road Vehicle Operator Trainer Course Hosted at LRFD

The Lookingglass Rural Fire District (LRFD) is proud to host the Department of Public Safety Standards and Training (DPSST) Off-Road Vehicle Operator (ORVO) Trainer Course this week at our station and throughout the district.
This specialized Train-the-Trainer program is designed to prepare participants to instruct the ORVO course within their own departments and agencies upon successful completion. Over the next three days, community members may notice multiple fire departments and several law enforcement agencies operating in and around the district as part of this hands-on training.
The ORVO curriculum focuses on safe off-road vehicle operations and apparatus recovery procedures. Participants receive in-depth instruction on assessing terrain conditions, selecting proper driving techniques for mud, sand, and steep grades, and ensuring the stability of heavy vehicles in rugged environments.
The recovery operations portion of the course teaches how to safely and efficiently recover stuck or disabled apparatus without causing additional damage or injury. This includes:
- Scene assessment and hazard identification, ensuring both personnel and equipment safety before recovery begins.
- Use of recovery tools and equipment, such as winches, snatch blocks, recovery straps, and anchor systems, emphasizing mechanical advantage and load limits.
- Vehicle stabilization and communication protocols to prevent secondary incidents during towing or extraction.
- Team coordination and ground guide techniques to ensure clear communication between drivers and spotters throughout the recovery process.
These skills are critical for first responders operating in rural and wilderness environments where traditional tow or recovery services may not be immediately available. Proper training minimizes risk, reduces apparatus downtime, and ensures emergency response continuity even in challenging terrain.
Hosting this DPSST Train-the-Trainer course enhances not only the operational safety of the agencies involved but also strengthens Oregon’s emergency response network by developing certified instructors capable of delivering this training statewide.
