The Douglas Forest Protective Association (DFPA) has announced that fire restrictions will decrease due to reduced fire danger, improved fuel moisture conditions, and expected precipitation across the Douglas District.

Effective Friday, September 25, 2026, at 12:01 a.m.:

• Public Use Restriction Level: LOW
• Industrial Fire Precaution Level (IFPL): LEVEL 1
• Fire season remains in effect
• Debris burning remains PROHIBITED

These restrictions apply to private, county, state, and Bureau of Indian Affairs lands protected by DFPA within the Douglas District. IFPL Level 1 applies to regulated use areas DG-1, DG-2, UA-1, and UA-2, as well as applicable forestlands within one-eighth mile of those areas, including lands managed by the Roseburg District Bureau of Land Management.

What Does LOW Fire Danger Mean for the Public?

Under the LOW Public Use Restriction Level, the following activities are permitted ALL DAY:

• Non-industrial power saw use
• Cutting, grinding, or welding metal
• Cutting, trimming, or mowing dried or cured grass
• Use of power-driven machinery for non-industrial improvement or development on private property

Even though these activities are permitted throughout the day, fire season is still in effect. LRFD encourages everyone to continue using caution when operating equipment that can create heat or sparks around dry vegetation.

Debris Burning Remains Prohibited

Debris burning, including debris piles and burn barrels, remains prohibited at all times.

The decrease to LOW does not mean fire season has ended or that debris burning is permitted.

Off-Road Vehicle Use

Motor vehicles, motorcycles, and ATVs may be used with landowner permission on improved roads that are free of flammable vegetation, subject to applicable DFPA restrictions.

Passenger vehicles traveling on forestlands, except on state highways, county roads, and driveways, must carry:

• An axe
• A shovel
• Either one gallon of water or a 2½-pound or larger ABC fire extinguisher

ATVs must carry a 2½-pound or larger ABC fire extinguisher.

Exceptions apply to activities associated with cultivating and harvesting agricultural crops.

Industrial Fire Precaution Level 1

The Douglas Forest Protection District will also decrease to IFPL Level 1 effective September 25 at 12:01 a.m.

Under IFPL Level 1, the use of fire or power-driven machinery in an operation area must comply with all applicable fire-prevention requirements established under Oregon law, including ORS Chapter 477 and OAR Chapter 629, Divisions 41–43.

Fire Season Is Still in Effect

The reduction in restrictions is welcome news, but fire season has not ended.

Please continue to use caution with equipment, vehicles, and other activities capable of starting a fire. Conditions can change quickly, even following periods of cooler temperatures or precipitation.
