Industrial Fire Precaution Level (IFPL) Update: LEVEL 3 Effective July 14, 2025

Douglas District 2025 fire season: Level HIGH, IFPL Level 3. Restrictions start July 14. Includes private, county, state, BLM lands.

Announcement from Douglas Forest Protective Association

Effective Monday, July 14, 2025, at 12:01 AM, the Industrial Fire Precaution Level (IFPL) for all private, county, state, and Bureau of Indian Affairs lands within the Douglas District will be raised to Level 3. This change also applies to the Roseburg District BLM lands, which are currently under fire season restrictions and subject to additional Fire Prevention Orders on BLM-administered areas.

Areas Affected

This IFPL Level 3 designation applies to:

  • Regulated Use Areas: DG-1, DG-2, UA-1, UA-2
  • All forestland within one-eighth mile of these areas

What Does IFPL Level 3 Mean for Industrial Operators?

Restricted Shutdown is now in effect, which means the use of fire or power-driven machinery in operations is heavily restricted and only allowed under specific conditions.

Prohibited Activities at All Times (Unless Approved):

  • Cable yarding systems, unless using gravity-operated or approved motorized carriages, which may only operate between 8:00 PM and 1:00 PM with fire safety equipment in place.

Permitted Activities Between 8:00 PM and 1:00 PM:

  • Power saw use at loading sites
  • Loading or hauling of any products or materials
  • Blasting operations
  • Welding, cutting, or grinding of metal
  • Other spark-emitting activities not otherwise specified

Also Permitted (8:00 PM–1:00 PM) When Fire Line Equipment Is Immediately Available:

  • Ground-based logging (tractor, skidder, feller-buncher, forwarder, shovel)
  • Power saws on logging operations
  • Rotary head saw feller-bunchers with continuous Firewatch
  • Non-rotary head saw feller-bunchers
  • Tethered logging systems (winch-, cable-, or traction-assisted equipment)

Note: The State Forester may approve modifications or waivers in writing.

These restrictions will remain in place until changed by an official order from the State Forester or authorized representative.
