Industrial Fire Precaution Level Increased to Level 3 Across the Douglas District Effective July 11
The Lookingglass Rural Fire District (LRFD) is sharing the following information from the Douglas Forest Protective Association (DFPA) regarding increased industrial fire restrictions throughout the Douglas District.
Effective Wednesday, July 15, 2026, at 12:01 a.m., the Industrial Fire Precaution Level (IFPL) will increase to Level 3 for all private, county, state, and Bureau of Indian Affairs lands within the Douglas District. The Roseburg District Bureau of Land Management (BLM) is also included in the fire season declaration and has corresponding Fire Prevention Orders and restrictions on BLM-managed lands.
The change applies to regulated use areas DG-1, DG-2, UA-1, UA-2, and all forestland within one-eighth mile of those areas.
What Does IFPL Level 3 Mean?
Industrial Fire Precaution Levels are established by the Oregon Department of Forestry to reduce the risk of human-caused wildfires during periods of elevated fire danger. IFPL Level 3 significantly limits industrial operations that could generate sparks or other ignition sources.
Under IFPL Level 3:
- Cable yarding operations are generally prohibited, except for specific approved systems operating under limited conditions.
- Activities including loading and hauling forest products, blasting, welding, cutting or grinding metal, power saw use at loading sites, and other spark-emitting operations are only permitted between 8:00 p.m. and 1:00 p.m.
- Certain ground-based logging operations, including tractor, skidder, feller-buncher, forwarder, shovel logging, tethered logging systems, and associated power saw operations, may operate only during the permitted hours when mechanized equipment capable of constructing fire line is immediately available to rapidly respond to a fire start.
- Rotary head saw feller-bunchers require a continuous fire watch while operating under these provisions.
These restrictions will remain in effect until modified or rescinded by the Oregon State Forester or an authorized representative.

Industrial operators should ensure they understand the current requirements before beginning work and remain aware that restrictions may change as fire conditions evolve.
